Roane County staff brief commissioners on new infrastructure development districts enabled by state law

County staff introduced an information item on a new state-authorized mechanism called an infrastructure development district that will allow local governments to allocate the cost of new infrastructure to the property owners who benefit most. The staff member said General Assembly legislation passed during the most recent session created the authority and that the county expects to receive a formal petition within the next three to six months.
The staff member told the commission the district authority is designed to permit the cost of added infrastructure — including utilities and roads — to be shared by beneficiaries rather than borne solely by local government, utilities or developers. "The whole point really is to be able to pass on the cost of adding infrastructure to the people who are going to be benefiting the most from that expansion," the presenter said during the briefing.
Commissioners asked whether cities and the county could work together on a district that spans municipal and county areas; staff said cooperative action is possible and would be necessary where city utilities must serve county property. The staff member said the county would begin public education on the process now so officials and residents are prepared when a petition arrives.
No formal action was taken; the briefing was presented for information and to direct future education and outreach.
