Council adopts Pavement Management System report; citywide PCI at 68.1

Public Works Director Cesar Roldan presented the city’s Pavement Management System (PMS) report for 2025–2030 and the council approved the document. The report breaks down the city’s 138.9 lane miles by road classification, assesses distress types and assigns a PCI score to segments. The current citywide PCI is 68.1, up from 53.5 in 2017, a change Roldan said reflects recent paving work.
Roldan described the PMS as a data‑driven roadmap that rates streets from 0 to 100 and guides decisions about when to use spot repairs, overlays or full reconstruction. He said the city focuses on retaining and improving pavement life through targeted treatments and that the report identifies the worst segments by district so council can prioritize annual projects.
Council members requested the full report and the district‑level PCI tables be published on the city website so residents and councilmembers can see where each block segment ranks. Roldan and staff agreed to publish the underlying tables and noted the city will continue to use available SB‑1 and other state/federal funds to implement the prioritized list of projects.
