Public works committee approves highway access for parcel at County Highway Q with conditions

The Washington County Public Works Committee approved a county-highway access request for a large parcel adjacent to County Highway Q, but conditioned the approval on items listed in the staff report.

Scott, presenting the highway department’s recommendation, explained the parcel and proposed access sit in a corridor where Washington County controls access even though the property and driveways are technically in Waukesha County. The applicant proposed subdividing the parcel and creating a common access point; staff recommended extending the center turn lane west and providing access arrangements similar to the nearby Kwik Trip.

Scott described project conditions staff will require before final approval: no additional access points beyond the approved common access (the parcel already had two existing accesses, which is one more than the county’s policy allows), a certified survey map, right-of-way dedication, and full engineering plans and approvals. Scott said the developer cooperated with staff on an access solution compatible with county standards.

Supervisor Mikulik moved to approve the access with the staff conditions; Supervisor Hartwig seconded and the committee carried the motion without recorded opposition. Committee members asked whether site visibility or traffic operations were a concern; staff said the location meets county standards and that roadway reconstruction planned for the corridor in 2031 will not change the present recommendation.

The committee’s approval was limited to the conditions spelled out in the staff report; staff said detailed engineering review would follow before any construction or final approval.
