County counselor presents three-way Memorial Hall lease; commissioners ask trustees to review

Pat Henderson, Atchison County counselor, told the commission that staff has drafted a single agreement that combines responsibilities for the Board of County Commissioners, the trustees of Memorial Hall and the Action Recreation Commission (ARC). Henderson said the draft reorganizes the paragraphs so each party's responsibilities appear in one place and aims to keep the facility's "veteran's memorial" function primary.
"The important things that we're not losing focus on the fact that this is a veteran's memorial, first and foremost, and that the other uses of the property are secondary to that," Henderson said.
Commissioners discussed maintenance funding and contingency planning if the facility requires major repairs, noting the county had a maintenance reserve of about $20,000 for Memorial Hall and that an outside engineering assessment had suggested larger rehabilitation costs. The commission asked the maintenance director to provide a breakdown of current maintenance obligations and to confirm what the $20,000 fund would cover in normal upkeep versus larger capital repairs.
Henderson said the draft still needs trustee and ARC approval. The commission instructed staff to send the draft to both bodies, ask for suggested edits and return suggested changes by the end of the week so the item can be placed on next week's agenda.
