Randy Leaders, director of engineering and capital projects, presented a first reading Aug. 7 to abandon and convey a 0.6218‑acre portion of County Road 181 right‑of‑way to Northland Development as part of the New Hope Drive expansion.
Leaders explained the city will swap a smaller tract of the former county right‑of‑way for a larger tract needed to construct the northbound right‑turn lane into Avenue of the Stars. A title review identified a potential split interest affecting roughly 0.42 acres of the 0.6218 total; that interest has since been released by the adjoining owner’s attorneys, allowing staff to proceed with the full vacate and transfer request.
The council opened and closed a public hearing Aug. 7 and no final conveyance action was taken at first reading; staff will return the ordinance for council action once documentation is finalized.
