The commission approved Ordinance 25‑021 on second reading to adopt the Mill Creek Planned Development (PD) final site plan for a roughly 62.51‑acre parcel north of Orange Avenue and west of 40th Street.
Commission discussion focused on transportation and timing: commissioners sought assurance that a signalized intersection would be installed where Mill Creek and Bent Creek traffic converge. Planning Director Kevin Freeman and the applicant’s representative explained that state Department of Transportation (FDOT) signal installations are driven by a formal warrant analysis based on measured traffic volumes and crash history; if a signal warrant is issued, the project will be required to contribute to installation. The applicant’s representative said connectivity improvements (including a 19‑acre parcel connection to Peterson Road) are planned to relieve some traffic flows and that the developer’s agreement lays out phasing and timing of amenities (clubhouse, pool and common areas).
Commissioners also questioned the redistribution of public‑space acreage from earlier conceptual plans and learned stormwater requirements and updated engineering changed layout; staff said some park elements were repurposed across the PD and earlier conceptual public‑space figures were reallocated to stormwater and other functional areas.
On a roll‑call vote the commission adopted the ordinance on second reading.
Staff said subsequent site‑specific traffic analyses and FDOT reviews will determine the timing of signal installation and whether mitigation is required as the development phases proceed.
