Votes and key outcomes
- Item 250005 SUP (McDonald’s drive‑through, 3300 Virginia Parkway): Commission closed the public hearing and voted 7–0 to forward a recommendation of approval to City Council for final action on Sept. 2, 2025. Staff said a revised site layout moves potential queuing into the parking lot; the applicant, Leslie Ford, confirmed the design changes to address prior concerns.
- Item 250006 SUP (passenger fuel sales, SE corner of Coit Road and Virginia Parkway): Staff recommended approval of a reduced setback with mitigation measures including increased landscaping (one tree per 25 linear feet along Coit Road). Commission voted 7–0 to forward a recommendation of approval to City Council for final action on Sept. 2, 2025.
- Item 250035Z: Staff requested the item be tabled due to a notification error; the commission voted 7–0 to continue the public hearing to the Aug. 26, 2025 PNZ meeting.
- Item 250145Z2 (North Tennessee / East Hertz): The commission denied this rezoning request 5–2 after extended public comment and debate over parking, buffering and neighborhood compatibility. The denial will be forwarded to City Council for consideration on Aug. 19, 2025.
- Item 250056Z (rezoning from C‑3 to I‑1 at State Highway 121 & Tina Drive): Staff expressed concern that industrial zoning could conflict with a long‑range entertainment vision for the corridor; the applicant argued the property’s access and utilities make light industrial a better match. After public comment and applicant presentation, the commission voted 7–0 to approve the rezoning request and forward it to City Council for final action on Sept. 2, 2025.
- Items 250074Z and 250075Z (rezone PD to C‑2 at locations in the Astor Park/Stonebridge area): Staff recommended approval, noting floodplain and roadway constraints that make commercial corner uses appropriate. Both items were approved by the commission 7–0 and will be forwarded to City Council for Sept. 2, 2025.
- Item 250094Z (consolidate zoning to I‑1 along North Central Expressway): Staff recommended and the commission approved a rezone to consistent I‑1 across the property by a 7–0 vote; applicant representatives said they plan light‑industrial/warehouse uses.
- Item 250095Z (rezone PD/AG to LI at 3933 County Road 317): The applicant said Cornerstone Ministries sold the site and will remain on the property under a three‑year leaseback while it completes a new facility; the commission approved the rezoning 7–0 and will forward a recommendation to City Council for Sept. 2, 2025.
What the votes mean
Most items were routine land‑use actions: planners presented findings, applicants described designs, and the commission accepted staff recommendations. The downtown North Tennessee rezoning was the exception — it produced the most public testimony and a split commission vote that led to denial rather than forwarding a recommendation of approval.
Next steps
Items forwarded to City Council will appear on the Sept. 2, 2025 docket for final consideration. The denied North Tennessee rezoning will be considered by City Council on Aug. 19, 2025; council will make the final decision.
