The City of Ojai moved on Aug. 12 to form a 2+2 committee with the Ojai Unified School District to explore workforce‑housing opportunities and other shared issues. The council voted 4‑1 to ask staff to coordinate with the school district on the committee and to return with a scope of work and a proposed contract for specialized housing counsel to advise on statutory options and partnership models.
Mayor Gilman and other council members said the committee’s initial focus would be workforce housing proposals that OUSD has been studying, but that the council also wanted latitude to address other cooperative topics — for example, facility use, the public pool or enrollment strategies. Tom Francis and other public commenters urged the council to press OUSD to include voters in large debt decisions and to clarify affordability assumptions.
Council member Meng voted no on the motion; other members supported moving quickly to establish a policy‑level liaison to coordinate with the district. The motion passed 4‑1. Staff will draft terms for the 2+2 committee and a scope and fee estimate for housing counsel, and then the council will consider those documents for approval.
