City staff and consultants presented plans for the Bayfront Park seawall replacement project at the Aug. 6 DRC meeting. The project covers approximately 1,500 linear feet of seawall fronting Bayfront Park and includes raising the seawall by about 1 foot 10 inches. The scope encompasses tie‑ins to adjacent upland grades and a resiliency component that includes environmental measures intended to encourage the growth of filtering organisms along the new seawall face.
Rebecca Webster, certified planner, asked the project team to provide documentation demonstrating that the proposed elevation increase will not create adverse impacts on neighboring properties per Section 7‑1304(a). Staff advised that the top elevation of protective devices in no event shall exceed an elevation of 7.27 ft NAVD88, per the cited code advisory. Utilities staff requested that existing city utilities (water mains, force mains, lift station and reclaimed irrigation) be shown on all sheets and recommended a field inspection to locate utilities in the work area.
The consultant team and city surveyor discussed coordination needs with parks and recreation and noted a pending FEMA/permit/grant context related to the project’s resiliency and FDP grant application. The DRC indicated it would issue a partial sign‑off and that applicants should provide the requested evidence and utility coordination information prior to further review. No formal votes were taken during the presentation.
