Randolph County opts into secondary-manufacturer and Purdue/Sackler opioid settlements

Randolph County commissioners voted on Aug. 4 to opt into two sets of opioid-related settlements: a proposed settlement with a group of secondary opioid manufacturers and a separate settlement tied to Purdue Pharma and the Sackler family.
County staff described the settlements as part of a national litigation process; staff said one proposed defendant in a broader settlement did not apply to Randolph County’s geography, leaving eight manufacturers whose proposed settlement would be available to the county. Staff estimated that, under current formulas and subject to complex payout schedules, the county might receive roughly $298,000 from the secondary-manufacturer settlement (paid over one to ten years) and roughly $1.8 million from the Purdue/Sackler settlement (paid over approximately 15 years), but staff emphasized those numbers were preliminary estimates and calculations are complicated.
The board adopted a model resolution from the Association of County Commissioners to opt in to both settlements and approved a third supplemental agreement related to the state Memorandum of Agreement process. Staff said participation is processed through national agreements and state MOAs and that participation choices can affect other jurisdictions’ shares; staff also said participation uses the same spending restrictions and reporting terms used in earlier opioid settlement rounds.
Commissioners authorized staff to take steps necessary to opt in. No immediate appropriation of settlement funds was made; staff cautioned about payout timing and formula complexity.
