Echo Real Estate presented a pre‑application (25PRE25) to redevelop the existing Publix site on Siesta Row. The applicant said the new Publix building would be generally in the same footprint but would include minor adjustments, updated stormwater underground systems, and a potential future drive‑through. The redevelopment footprint described during the DRC was just under 4 acres of a site of just over 10 acres.
Rebecca Webster, certified planner, listed required items for a formal site plan: a site data table with required and proposed development standards; an existing conditions and demolition plan; building elevations that dimension height in feet (noting the CSCC zone district 35‑foot maximum in Table 6‑503(a)); parking layout and dimensioning; two loading spaces for nonresidential uses per Section 7‑213(a)(2)(b); and a parking lot landscaping plan that demonstrates a minimum of 10% landscaped area and a 5‑foot Type A buffer around the perimeter (Section 7‑3041). She also noted that a public art contribution is required for permits exceeding $1,000,000.
Public Works, Utilities and Engineering reiterated standard pre‑application requirements and noted existing 8‑inch water and wastewater mains in the alley and right‑of‑way that will be relevant to design. The city arborist requested that the A‑type buffers on the south, north and west boundaries be brought into compliance and asked that existing trees in good condition be retained and counted toward required plantings. She emphasized requirements for terminal islands in double parking rows, irrigation systems for landscape areas, and prohibitions/requirements related to grand trees and tree removal permits.
Transportation reviewer Alisa Thomas has multiple engineering design criteria manual (EDCM) comments that will require coordination, particularly around ADA ramps, curb radii and potential milling/resurfacing of adjacent streets; staff urged the applicant to provide a current boundary/topographic survey so those comments can be refined. The DRC said it will issue a letter of understanding and that the applicant should coordinate with the traffic reviewer after the survey is submitted.
