Minot council approves mutual separation with city manager; Tom Joyce named acting manager

The Minot City Council on Aug. 4 approved a mutual termination agreement with City Manager Harold Stewart by unanimous vote. The agreement establishes a final work/compensation date and an end to certain benefits, and it sets in motion a transition plan that names Assistant City Manager Tom Joyce as acting city manager beginning the morning after the meeting.
Alderman Blessum — who led negotiations on behalf of council leadership — said the agreement was reached to provide a smoother transition for both the city and Stewart27s new employer. Blessum said the arrangement "sets in motion a process by which Tom Joyce will become our acting city manager" and noted staff had negotiated timing and benefit details to limit disruption. Stewart addressed the council and thanked staff and community members for their time in Minot.
Human-resources staff said they will initially handle the recruitment internally, reaching out through ICMA and other channels, and will report back to council about progress at the Sept. 2 meeting. Council amended the motion to request an update on internal recruitment at that Sept. 2 meeting; if an adequate internal candidate pool is not identified within 30 days staff will seek outside recruitment assistance and report any associated costs to council.
