Randolph County approves three-year home-care block-grant contract; RSAA named lead agency

The Randolph County Board of Commissioners on Aug. 4 approved a three-year Home- and Community-Based Services block grant (HCCBG/HCCSBG) allocation totaling $986,443 and authorized the county chairman to sign the necessary DASS-731 documents.
Floyd Johnson, executive director of the Randolph Senior Adult Association and chair of the county Aging Services Planning Committee, told the board the committee unanimously recommended the Randolph Senior Adults Association receive $677,711 and Regional Consolidated Services receive $308,732 for the contract covering July 1, 2025, through June 30, 2028.
Johnson said the contract funds in Randolph County will support adult day care, congregate nutrition, home-delivered meals, information and options counseling, and transportation (to be provided by the Randolph Senior Adults Association), while Regional Consolidated Services will provide home-health aide services (levels 1–3) and housing/home-improvement assistance.
Johnson told commissioners the total county allocation is $986,443 and that the recommended split includes about $11,000 more than the prior year, though state allocation formulas vary between counties.
Commissioners approved the allocation and authorized the chairman and finance officer to sign contract documents. The board also approved authority for the chairman to sign subsequent contract changes and any related DASS paperwork.
The motion preserves the Randolph Senior Adults Association as the lead agency in Randolph County, a status Johnson said had been retained by local preference.
