The City Council voted to adopt Resolution 02-2025 to enter into on‑call agreements for long‑range land use planning and landscape architectural services. Staff described an RFQ process that yielded a shortlist of qualified firms and recommended Landmark Design as the primary provider for planning and landscape architecture and GBD for landscape architectural services.
City staff explained the agreements create a pool of consultants the city can call on for specific, budgeted projects rather than obligating the city to work for any fixed volume of work. City staff said Landmark’s rates are held for three years; GBD’s rates are held for one year with limited annual increases allowed per the RFQ terms. Council members asked whether the arrangement obligates the city to use the consultants; staff responded that selection and funding for each project would still be subject to separate budget approvals.
A motion to adopt Resolution 02-2025 carried on roll call; council members voted unanimously in favor. Councilors said the contracts should increase the city’s design capacity for parks, streetscape and other capital projects without requiring repeated procurement for each small contract.
