Port approves $1.7 million increase and extension for South Beach Marina repairs

The Port Commission unanimously adopted Resolution 2503 on Jan. 14, 2025, authorizing a retroactive 474-day extension and a $1.7 million increase to construction contract 2796R for South Beach Marina repairs.
Noah Aquino, project manager for contract 2796R, and Andre Coleman, deputy director of maritime, told commissioners that the project began with design surveys in 2017 and was reactivated in 2022. During construction at the South Guest Dock, crews found concrete spalling to the point that wire mesh and rebar had disintegrated from saltwater intrusion. Staff said the condition justified full float replacement rather than repeated patch repairs.
"The current state of the South guest dock ... really is a deterrent to visitors and prospective tenants, just given its condition, deteriorating condition," Deputy Director Andre Coleman said, noting the dock supports a pump-out station and community users including the Bay Area Association of Disabled Sailors, youth sailing programs and excursion operators. Staff estimated the additional work would take about 14 months and defended a $1.7 million increase as a proactive approach that avoids costlier emergency closures.
Commissioners questioned whether more invasive pre-bid inspections could reduce future change orders; staff said many internal defects are not visible without removing concrete and testing. The motion passed unanimously.
