Appointment debate centers on whether councilmembers should serve on multiple city boards; council retains Planning Commission seat for Council Member Witt

Council debate on Jan. 9 over Resolution 3640 centered on whether an active councilmember should hold multiple appointed seats and on the statutory requirement that the council provide a representative to the Planning Commission.

Council Member Cagle led objections about consolidating administrative roles, saying he preferred that no councilmember serve on more than one board and asked whether Ezell would uphold the spirit of Resolution 3517 (which the council identified as protecting R-1 residential districts). Ezell replied that his oath obliges him to "make the best possible decisions for East Ridge. So it wouldn't change now." Several council members, including Council Member Witt and others, defended the existing practice that allows a council representative on the Planning Commission because state statute requires a council designee.

City Attorney Litchford explained that the Planning Commission is a statutory body for which the mayor and a council representative are typically included and that the council could amend local ordinance 1132 if it wished to restrict elected officials' simultaneous board service, but the city cannot override state statute that requires a council appointment to the Planning Commission.

The council first considered a motion to appoint Council Member Ezell; that motion failed on roll call (two recorded yes votes and three no votes). Council then moved to retain Council Member Witt on the Planning Commission. The final roll call on keeping Witt was Vice Mayor Tyler — Yes; Council Member Cagle — No; Council Member Ezell — No; Council Member Witt — Yes; Mayor Williams — Yes, and the motion passed 3–2.

Council discussed next steps to clarify ordinance 1132. Several members asked staff to draft an amendment that would prevent active council members from simultaneously occupying multiple appointed board or commission positions (except where statute requires a council appointee, such as the Planning Commission). The mayor and manager indicated staff will prepare potential ordinance changes for future consideration.
