District staff recommended 65 total regular-education open-enrollment seats available across the district for the coming period and recommended unlimited seats for 4K and K5 sections to allow families greater access for childcare and continuity. The forecast accounts for caseloads, staffing and capacity; special-education seats are evaluated separately because program placement and staffing can vary by need. Wimmer noted that the district first offers seats to inter-district school-choice applicants per policy and that the projections are intended to preserve space for midyear move-ins and standard class-size targets (typical primary-class averages noted as roughly 20–22 students).
Board members asked and the superintendent confirmed that the district will make room for families who move into the district midyear and that the projections use an 85% capacity benchmark commonly used by DPI to preserve space for transfers and enrollment changes. The board directed staff to place the open-enrollment forecast on the consent agenda for formal approval unless a member requests separate discussion.
