Halifax County preliminarily approves capital outlay budget and reviews detention-center financing scenarios

Halifax County commissioners gave preliminary approval Monday to the county's capital outlay budget and heard updated financing scenarios for a planned detention-center project.
Assistant County Manager Everett presented a capital outlay plan totaling $4,032,231 covering vehicle replacement, facility repairs, technology and equipment. Commissioners voted to approve the budget guidance that will be folded into the department-level operating budget work this spring.
County Manager (staff reference) and financial adviser First Tryon presented three financing scenarios for a detention facility (approximate project envelopes of $30 million, $40 million and $50 million) and recommended that the board consider the higher-end scenarios given departmental needs and identified building requirements. Manager's staff noted additional funding requests may be appropriate to finish related work at the county courthouse (an estimated incremental amount of roughly $1 million to complete sprinklering and interior renovations), which could push a combined project scope toward $45 million.
The manager asked commissioners to review the materials provided by the financial adviser and architects and to be prepared to give budget direction at the board's next meeting on Jan. 21, 2025. The board agreed to receive a full cost estimate and financing options at that meeting before selecting a financing path or authorizing bond counsel.
