Summary
Staff updated the board on 30% designs for the regional athletic complex, describing a base bid to install synthetic turf and lights on Soccer Field 2, alternate Wi‑Fi and hardscape upgrades, and higher-cost future improvements intended to attract regional tournaments. Council will see a work-session update on Nov. 25.
A staff presentation reviewed the 30% design for the regional athletic complex (RAC) and outlined three funding buckets: a base bid, ad alternates and future improvements.
Staff said the base bid would convert Soccer Field 2 to synthetic turf, add lights to extend playable hours and increase seating west of Field 1; fencing and outfield netting work for baseball fields was included as well. Ad alternates under consideration include expanded Wi‑Fi, additional hardscape and further fencing. A third bucket contained potential future improvements that would be pursued only with additional partner funding; those are intended to attract competitive teams and increase economic impact.
Bridal Fosbury said staff have contacted nearby homeowners about lighting and that new fixtures would be directional to limit light spill. Staff said Council will receive a project financial-capacity briefing on Nov. 25; finance staff will present estimated ability to issue debt based on sales-tax revenue to support capital work.
Ending: Staff said the project aims to reach 60% design in January and will pursue grant and financing opportunities as the design advances.
