West Haven council amends personnel handbook to clarify field employees' meal breaks

The West Haven City Council voted to approve Resolution 49-2025 on Oct. 22, amending the city's personnel policy handbook to clarify meal-break language for field employees and public works staff.

City Manager Shorin Warr presented the item and said the amendment mirrors language previously used for office employees. Under the new wording, employees who are at a worksite and who bring a packed lunch may take a brief moment to eat before promptly resuming duties. Shorin Warr said the language had been discussed in prior meetings and is intended to reflect the realities of fieldwork while maintaining operational expectations.

Council members praised staff for drafting the language. Amy (staff) and Mika (staff) were recognized during discussion for their work on the policy language.

The council adopted Resolution 49-2025 by roll call. Votes at the roll call were recorded as: Council Member Dixon — yes; Council Member Warsh — yes; Council Member Saunders — yes; Council Member McCall — yes; Council Member Schwab — yes. The motion carried.
