Council to extend vacation benefit to overtime-exempt assistant managers; item placed on consent

The Livonia City Council on Nov. 5 heard a proposal from the civil service department to revise vacation benefits for classifications currently exempt from overtime and comp time. Janine Libel of civil service said the change would extend the same vacation benefit now received by department heads to assistant department heads and comparable overtime-exempt positions.
Libel said the change recognizes the extra hours those employees work and would make Livonia more competitive with neighboring municipalities for recruitment and retention. Staff said the adjustment should be largely cost-neutral because overtime would not be paid for exempt positions; the council placed the proposal on the Nov. 17 consent agenda.
Council members supported the change and noted recent employee turnover among affected classifications. The study-session record shows approval placement on the Nov. 17 consent agenda; no final ordinance or personnel rule change was adopted at the Nov. 5 session.
