Natchitoches Parish superintendent previews $12.5M Provencal-area bond; outlines tax impacts

The superintendent said the bond would combine the existing taxing district (Taxing District 11) to align attendance zones with taxing boundaries, and — if approved by voters — would raise $12,500,000 for a new HVAC system, upgrades to music and athletic facilities, school expansion and other infrastructure needs. “A lot of good stuff for the school there, fixing some things that needed fixing for a long time that just simply can't happen in our regular budget,” Dr. Eloy said.
Tax impact: Dr. Eloy outlined estimated tax-bill changes: residents in the Provencal area would see a 5-mill decrease in the construction-debt portion of their tax bill (from 20 mills to 15), while residents of Klutcheyville — who previously did not pay construction debt because their students did not attend the school until Cloutyville closed — would see a 15-mill obligation if the measure passes.
Why it matters: The superintendent framed the bond as enabling long-delayed repairs and programmatic upgrades — including athletics and music facilities — that the regular operating budget cannot cover.
Next steps: Dr. Eloy encouraged community turnout for the Nov. 15 election. The superintendent did not present a project-by-project budget in the meeting; board members will receive additional materials as part of the bond campaign and election process.
