Waco Council approves series of ordinances on food-worker certification, codes, zoning and nuisance enforcement

The Waco City Council on Nov. 4 approved a slate of ordinances covering public-health training for food employees, building and fire codes, certificate-of-occupancy procedures, nuisance enforcement and several zoning-map amendments.
City Attorney Kristen Hamilton Karam read ordinance captions for each item and the council moved, seconded and approved each item by roll call. Items included an ordinance amending chapter 13 to provide certifications for food establishment employees and managers; amendments to the city’s licensing, permits and business regulations involving mobile and temporary food permits; updates to building and fire prevention code references to adopt the National Electric Code (as adopted by the Texas Department of Licensing and Regulation); moving certificate-of-occupancy rules from chapter 28 to chapter 6; changes to nuisance, vacant-property and litter enforcement sections; and multiple property-specific land-use and zoning map amendments.
Several of the ordinances had been given first reading at prior sessions (as noted in staff captions). Council members recorded "yes" votes in roll call for each motion; no dissent or recorded abstentions appeared in the meeting record for these items.
The council did not expand debate on these items during the Nov. 4 session and took no separate fiscal motions related to these ordinances at the meeting.
