Council hears Banner engineering updates; TAP trail application set for DOT presentation

City staff and Banner & Associates updated the council on multiple public-works projects, including a Transportation Alternatives Program (TAP) trail grant presentation to the DOT on Nov. 18, wastewater treatment closeout activity, the Seventh Street extension and Baca residential-development progress.
The council received a multi-topic infrastructure briefing from contractor Banner & Associates and city staff covering grant applications, construction closeouts and upcoming pay requests.
Banner summarized a TAP grant trail application that would connect paths behind the golf course and other community assets; the presentation to the state Department of Transportation is scheduled for Nov. 18. Staff said the city will seek to pair TAP funding with other grants where possible to reduce local match requirements.
Staff also reported final payment activity and contract closeout work for wastewater treatment-facility improvements and SRF-funded sewer and water main work along Seventh Street. A separate in-place pipe sanitary sewer project will not complete before winter and is projected for final completion next June, staff said.
Development updates included the Baca residential project, where asphalt and curb-and-gutter work is largely complete, intersection finishing is underway and electrical/telecom conduit is being installed. Staff said a pay request from Metro Construction for work on that development will be considered by the council during new business.
Council members tied the TAP trail to a local falls-prevention initiative, noting staff and a local health council use trails to encourage walking and reduce fall-related EMS calls among older residents.
Ending: Staff will present the TAP application to DOT on Nov. 18; pay requests and final closeout documents for ongoing projects will return to council for formal authorization.
