Cathy, a city staff presenter, told the council that a drafted adoption agreement and addendum were prepared in ordinance form and reviewed with the council. Staff said that, if adopted, the change would take effect Nov. 1 and employee payroll deductions tied to the referendum would begin; the first payroll funding was scheduled for Nov. 14. Cathy presented a cost estimate showing an increase in the city's monthly contribution obligations; she described an annual additional past coverage cost of roughly $272,933 and a total monthly payment figure staff estimated at approximately $32,257.33 per month (figures presented by staff in the meeting packet and verbal report).
A councilmember moved to adopt Ordinance 2025'17, a second was recorded, and the mayor called the vote: the motion passed. Cathy confirmed staff had requested time to include a cost study in the packet and that deductions and contributions would begin as outlined.
The ordinance directs staff to implement payroll changes and to monitor the fiscal effects; council did not amend the ordinance on the council floor.
“We will be starting those deductions — the first payroll is Nov. 14 — and that's when everything will start being funded,” Cathy said during her presentation.
