County and city staff brief council on joint curbside recycling rollout and cart distribution plan

Staff estimated initial cart deliveries and program education would start in early 2025. Council members asked whether carts could be used for municipal waste in the winter months if residents had no green-waste service; staff said that practice is typical in some jurisdictions but details for Morgan would be established in outreach materials.
