Staff outlined the principal changes: consolidation of definitions into the land-use code, a new administrative land-use authority that allows staff to approve minor subdivisions (five lots or fewer), a clarified role for the planning commission to approve preliminary plats and for staff/administrative authority to approve final plats, standardized review timelines tied to state code (30 business days for the initial review in cities under 5,000 population, followed by 40-business-day cycles for subsequent reviews), and tightened bonding and warranty provisions aligning with state changes (for example, shortening a warranty period from two years to the current one-year state standard).
Staff also introduced process tables showing responsibilities for each review stage and acknowledged state law now provides specific procedural deadlines. Council members requested more time to study technical elements and to allow interested residents and stakeholders additional opportunity to review the extensive ordinance changes. One councilmember requested a meeting with staff to discuss technical questions before the ordinance returns.
Given the ordinance’s scope the council agreed to postpone action to allow staff to address questions and provide clarifying edits. "We wanna get it right more than get it through," a staff member said. The tabling motion carried unanimously.
