Board approves Solano County five-year transportation capital improvement plan and SB1 project list

The Solano County Board of Supervisors voted Oct. 28 to adopt the Public Works five-year Capital Improvement Plan for fiscal years 2025-26 through 2030-31 and to approve the proposed SB1 project list for FY26-27.
Public Works director James Vuzick and engineering manager Matt Tuggle outlined near-term and longer-term projects. The planned FY26-27 project list includes Benicia Road Phase 2 (a continuation of a recent roadway and stormwater streetscape), culvert rehabilitation to address aged underground drainage infrastructure, Gibson Canyon Road safety and alignment improvements, and various overlays, shoulder widenings and chip-seal treatments targeted countywide. Tuggle said the county would revert to increased chip-seal treatments on some truck routes to preserve pavement condition where heavier loads have caused accelerated wear.
Tuggle said SB1 and HUTA formula funds together represent roughly $21 million annually in local pavement and safety funds and noted the county continues to pursue federal grants for larger projects. The board discussed truck routing, enforcement and the long-term FEMA-funded repairs on Lopes Road; staff said federal-funded projects can require multi-year design and compliance steps.
Supervisor Brown asked about Lopes Road FEMA status and enforcement; staff said design and federal processes typically take years and that city and county coordination is ongoing. The board approved the capital plan and SB1 project list unanimously.
The action sets a project list that Public Works must include in its annual SB1 compliance report to the state and allows staff to begin scoping and bidding for FY26-27 projects.
