New Carlisle highlights two housing developments and small-business openings

Bond said sales in the Villas section of the Reserves at Honey Creek are averaging about $308,000, while the traditional home sites average roughly $321,000. He said design work for the next phase is expected to begin in early 2026 and that additional lots could be available by the end of that year if sales remain steady.
The Nut Graf: City staff and elected officials framed development as managed growth intended to expand housing options without sacrificing small-town character. Bond credited city staff, including service director and assistant city manager Howard Kiko, planning director Brian Moore, utility clerk Sarah Wooden and water superintendent Bob Hoke, for coordinating permits and infrastructure.
Bond also listed several new small businesses that opened this year and said they add convenience and jobs. He named the New Carlisle Barber Shop, Modern Day Flooring, TD Browning Group Landscaping, Nature's Jewels, Otterly Baths and Sync.
Council members said the projects are moving forward with coordinated review and permitting; no formal land-use vote was recorded during the meeting. Bond encouraged residents to support local businesses and noted that growth requires coordinated planning and staff oversight.
The council did not provide a formal timetable for final platting or infrastructure completion; Bond said only that further design work was planned for early 2026.
