The McLean County Property Committee approved a professional design-services contract for the Fairview Building renovation, approved recommended FY2026 Public Building Commission (PBC) lease and operations-and-maintenance budgets covering multiple county facilities, and approved the consent agenda. Facilities staff also reported a failed automatic fire-pump controller in the jail that may require emergency procurement.
The committee unanimously approved a request to move forward with Design Mavens for the first two stages of architectural design work after a selection process that included 13 firms and follow-up interviews; staff characterized the committee selection as a consensus decision. "It definitely wasn't one thing," a facilities representative said of the selection; the committee cited the firm's professionalism and enthusiasm for the project.
Administrator Taylor presented the recommended FY2026 budgets for the PBC lease fund (covering the Law and Justice Building and the Government Center) and for the PBC rent/O&M fund (covering facilities maintenance, juvenile detention, courthouse, Fairview Building, animal control, Law and Justice Building, and Government Center programs). Both budget items passed on voice votes.
On facilities operations, staff reported that an automatic fire-pump controller in the jail has failed; the unit must currently be started manually by trained jail staff and Bloomington fire inspectors have been notified. Facilities staff said this is likely to require an emergency procurement; in those cases staff will sign emergency documents as allowed under county policy and bring resulting invoices to the committee when available.
The meeting also approved routine consent items, including minutes from the Oct. 7 meeting and recommended bills and transfers to the County Board. The committee recessed the livestream and moved to conduct an in-person tour of the History Museum after the meeting.
