Councilmembers discussed whether Hurricane should sponsor the Epson Tour event held at Copper Rock. Golf-course representatives and volunteers described the tournament’s promotional benefits and recounted that last year the event was supported with $65,000 from Copper Rock’s budget and $20,000 from RAP tax.
City staff and golf-course managers argued the course has pressing capital needs—most notably an aging irrigation system that staff estimated could cost roughly $1.2 million and equipment replacement or leases that have risen in price. Staff emphasized the city has reserved funds for course improvements but they prefer protecting those funds for capital projects that keep the facility operational.
Council did not take a final vote on sponsorship. Instead members asked staff to prepare cost and funding‑source options (including potential RAP‑tax use, golf‑enterprise funds, or other sources) and to return with a recommendation and a clear funding plan before any commitment is made.
