Senator Jane English presented House Bill 1318, which would expand an existing excursion-train alcoholic-beverage permit to cover excursion boats operating on waterways such as the Arkansas River. English said the change would permit licensed excursion craft — for example paddle-boat dinner cruises — to serve meals and alcoholic beverages to passengers under a permit similar to the one already used for excursion trains in northwest Arkansas.
