Ellis County authorizes concurrence for state review of Emergency Operations Plan to preserve grant eligibility

The commission voted 3-0 to allow the chair to sign a concurrence document so the Kansas Division of Emergency Management can formally review Ellis County—s Emergency Operations Plan. Emergency Manager Lyle Pantle said failing to have an approved plan would jeopardize state preparedness grant eligibility.
Ellis County commissioners on Feb. 4 authorized the chair to sign a concurrence document that sends the county—s Emergency Operations Plan (EOP) to the Kansas Division of Emergency Management for formal review.
"The financial impact of us not having an approved state EOP is that the we would no longer be eligible for funding in regards to emergency preparedness for state grants," said Lyle Pantle, Ellis County emergency manager, describing why the concurrence and formal review are needed. Pantle said he has worked with the state on informal reviews and that the formal state review is required about every five years.
Pantle described a new state feature, EOP Mapper, that places plan components on a map to help response agencies locate assets and streamline mutual-aid responses. He also said the county—s EOP is an "official use only" document and not published for general public access.
Commissioners voted to allow the chair to sign the concurrence so the state can begin its formal review. Pantle said he will return to the commission with the approved plan for adoption and promulgation after the state completes its review. The motion passed by voice vote, 3-0.
