Keizer council delays most committee appointments pending review of rules of procedure

Councilors in Keizer voted to delay the bulk of citizen advisory committee appointments until the council’s Jan. 20 meeting to allow completion of a proposed update to the council rules of procedure. Councilor Christopher moved to postpone the appointments and council members voted 6–1 in favor, with Mayor Cathy Clark the lone dissent.
Staff and councilors said some committee and liaison seats must still be filled in January because of contractual obligations or scheduling (for example, audit and voting seats on some regional boards). Mayor Clark asked to work through those time‑sensitive appointments with council members while postponing the remainder; councilors Parsons and Christopher volunteered to fill gaps in January where needed.
Councilors also discussed changing several council positions on internal advisory committees from voting seats to nonvoting liaisons and directed staff to prepare agenda items to revise committee resolutions (including the Keizer Public Arts Commission and the Community Diversity Engagement Committee). The council agreed by consensus to request staff return options so the council can amend committee structures and appointment terms.
The council temporarily suspended the regular agenda rule to take up the postponement motion during the Jan. 6 meeting. Council direction emphasized keeping urgent committee obligations covered while deferring broader assignment changes until the updated rules of procedure are in place.
