Keizer swears in three councilors and honors outgoing member; police officer receives life‑saving award

Marlene Parsons, Shaney Starr and Kyle Duran were sworn in as Keizer city councilors during the Jan. 6 meeting, and Mayor Cathy Clark administered the oath of office to the councilors and to her own new term.
The meeting opened with Keizer Police Chief Copeland presenting a life‑saving award to Officer Ben Howden, who, Chief Copeland said, “arrived at the residence within 1 minute of the original call” and “immediately began to perform CPR” before medics arrived. Chief Copeland told the council that Howden’s “quick and competent action saved Randy’s life.”
Mayor Clark read a proclamation recognizing outgoing Councilor Laura Reed’s eight years of service and the range of committees and community projects she served on. Reed thanked the city staff, fellow councilors and volunteers, saying she planned to remain active in committees and community work.
Parsons, Starr and Duran each offered brief remarks after being sworn in. Parsons thanked family who joined her swearing‑in, Parsons said she would “faithfully serve the city of Keizer.” Starr noted family and community supporters in attendance. Duran thanked voters and his family for their support.
The council recessed for a reception and reconvened later in the evening for business items and committee appointments.
