Dr. Comfort and the finance team said the district—s certified enrollment count produced a net funded pupil count lower than earlier projections and that the district—s assessed valuation and per‑pupil revenue were adjusted downward, resulting in a net program change of roughly $7.6 million versus the fall projection. The district reported fund reserves in several funds: a comparatively high preschool fund balance reflecting initial UPK implementation; and a food services reserve held at the newly required multi‑month level.
Staff proposed about $5.5 million in mid‑year requests; the district described these as targeted, mostly non‑recurring requests concentrated on curriculum renewal (including literacy/curriculum adoption), additional dyslexia and literacy tutoring resources and other school‑level supports. District leaders said they had narrowed requests compared with prior years and had prioritized academic investments.
Carl Schueller, chair of the District Accountability Committee budget subcommittee, told the board the subcommittee supported a cautious, multi‑year approach to items such as curriculum adoption and recommended systematizing recurring needs into the base budget over time rather than funding them ad hoc at mid‑year.
Board members asked clarifying questions about specific items (literacy curriculum timeline, dyslexia support funding, grants closeouts). Staff said several grant adjustments are still pending final certification and that the district would bring any additional grant changes later in the semester. The mid‑year requests will return as action items in a subsequent board meeting.
