Paso Robles public works: Creston Road major works done; roundabout design and bridge repairs planned

Paso Robles — City Public Works staff told the City Council on Feb. 4 that major construction items for Creston Road phase 1 are complete but that significant work remains before the project is finished.
Public works noted the deep sewer and water night work are complete along with fiber conduits and manholes (about 400 linear feet). Remaining items include curb ramps, sidewalks and paving; staff warned the paving phase will require extensive traffic control and will disrupt commutes. The city will also install a traffic signal at Creston and Boland Drive.
Phase 2 is in design and will include a roundabout at Rolling Hills Road. Staff reported a $3 million grant specifically designated for the roundabout and said the city hopes to advertise phase 2 work in early 2026.
Other active and upcoming projects described to the council included Sherwood Acres water-service upgrades (to avoid future pavement cuts), Golden Hill Road paving (final sections pending dry weather), a pickleball court project on Scott Street (notice to proceed Feb. 10, contractor mobilization Feb. 20), and shade structure installation between the veterans and senior center.
Public Works also outlined plans for major bridge work. The city has design funds from the Federal Highway Administration for deck repairs at the 13th Street bridge over the Salinas River and the Niblec Bridge (Spring Street/Highway 101 on‑ramp). Staff estimated about $3.5 million for construction of those deck repairs and said construction funding will be sought after design is complete.
The department said it is assisting emergency services with installing a training tower at Twin and Union Road; bids look responsive and a staff recommendation for award is planned for Feb. 18.
Council members asked about the shade structure height at the veterans/senior center (staff said the design was vetted in a community workshop and approved by council), the status and availability of materials online (staff said weekly project status updates are being issued), driveway impacts at Wayside Liquor and gas, and the airport ramp funding source (project is city-funded).
