Counsel described the upset-bid process: after the board authorizes initiating the process, the sale is advertised and members of the public may submit 10 percent higher bids in successive rounds until no upset bids are received within the published period.
Commissioners discussed the county—s internal options for the property, including whether county departments such as veterans services or elections could be housed there. One commissioner noted the appraised county value at roughly $196,840 (building value $44,420) and said taking less than the appraised value would be premature without exploring county needs for space.
No formal vote to begin the upset-bid process or to accept the offer was recorded during the Feb. 11 discussion. Commissioners asked staff to consider whether the property could meet county needs and to continue due diligence before a final decision.
