Boerne council consents to creation of Kendall County WCID 3B covering Corley Farms area

The Boerne City Council on Feb. 11 unanimously approved Resolution 2025-R08 consenting to the creation of Kendall County Water Control and Improvement District (WCID) 3B, a district encompassing roughly 679.849 acres within the Corley Farms area. The vote was 5-0.
Staff explained the proposed district was identified in earlier legislation enacted in 2017 and reflected in the 2019 development agreement for the master district. "This is just a little bit different in that we're actually creating the district and notating the land," a city staff member said, adding that the action does not, by itself, authorize development. Any future development in WCID 3B would require a separate development agreement negotiated and approved by the city council.
Council members discussed the city's role in utility provision and the practical reasons the city prefers to provide sewer service rather than allowing county-level package plants that might employ different discharge standards. Staff confirmed portions of the property lie inside the city's extraterritorial jurisdiction (ETJ) and that future development would need to return for council consideration of a development agreement.
The resolution grants the county-created WCID formal consent by the city; staff and council noted this step preserves the city's opportunity to negotiate utility agreements and development terms if or when the developer seeks to proceed.
