City Engineer Cheryl Rogers told the council the annexation aligns with the city's infrastructure strategy and corrects an earlier partial annexation near Southland and Southglen. "So here tonight to discuss the annexation of a portion of Cascade Caverns Road," Rogers said, describing the exhibit showing the area and noting that state law changed in 2015 to require adjacent roads be annexed when nearby property is annexed.
During the public hearing, resident Ricky Pfeiffer said a portion of the land in question "has never been deeded to the county" and that the landowner continues to pay taxes. Rogers said the city had the corridor surveyed and that the surveyor would have pulled title; she advised any property owner who claims title should follow up with staff and the appraisal district so ownership can be clarified before the second reading. Rogers also described the proposed right-of-way as "approximately 51 feet wide."
Councilmember Quentin moved to approve first reading of the ordinance and the motion was seconded; the motion passed 5-0. Council members and staff agreed to clarify any title discrepancies with the county and appraisal district before the ordinance's second reading, and staff said they will meet with Mr. Pfeiffer to better understand his claim.
The ordinance as framed in the first-reading motion annexes the described portion of county right-of-way into the city limits and extends city ordinances, services, and obligations to those inhabitants once annexed. If any private ownership is confirmed, staff said the matter will be reconciled and could delay second reading.
The annexation will return for a required second reading at a future meeting, after staff follows up on title and county coordination.
