Board reviews Act 34 booklet for proposed Lincoln Park Elementary; PlanCon shows $36.5 million project and $28.1 million maximum building cost

At the Jan. 20 meeting, district project staff presented the Act 34 booklet for the proposed Lincoln Park Elementary School and outlined the Act 34 hearing process, PlanCon Part D cost forms and next steps.

"So today's presentation is going to be very brief. It might be the quickest presentation I've ever given you," said Mr. Dowdy, who walked the board through the booklet and noted that a full public Act 34 hearing is scheduled for March 3 at the district boardroom and that the booklet will be available for public inspection for a minimum 20‑day period.

Mr. Dowdy pointed the board to PlanCon Part D attachments in the booklet and highlighted the two headline numbers that will appear in the board resolution: a total project cost of $36,512,162 and a PlanCon maximum building construction cost of $28,105,264. He explained that the larger total includes items outside the PlanCon maximum such as site work, soft costs, financing costs and contingency and that the two figures are used for the required Act 34 resolution and PlanCon filing.

Financial advisers from Raymond James and FSL were noted as available for questions on financing, and Mr. Dowdy said the booklet also includes a debt-service and millage-impact analysis and an estimate of the district’s additional indirect operating costs from the new facility.

The board was told the Act 34 booklet would be voted on at the next meeting and that, after approval, a public notice will be placed to begin the 20‑day inspection and comment window ahead of the March 3 hearing. The board took no final action on the Act 34 booklet at this meeting; the maximum building construction cost and project cost figures were presented and later included in operations item 11.1, which the board voted to approve (roll call 8–0) when the item was moved and then considered separately.
