Norton staff reports: service center breaking ground, memorial center bids, and waterline progress

City staff reported progress on several city capital projects during the Dec. 16 Norton City Council meeting.
Mister Lowery said construction on the service center began the previous week and staff will schedule a groundbreaking photo op in January. He identified Mister Hess as the project lead and noted substantial logistics—moving equipment, offices and records—are underway.
Bids for the memorial center are scheduled to be opened Friday at 10 a.m.; staff said council will receive legislation early next year to award the contract. The city’s comprehensive plan also received attention: the mayor and staff urged residents to engage with an online survey and provide input, saying the plan will guide major decisions about development, sewer extensions and stormwater remediation for the next decade.
On the 261 waterline project, staff reported the installation of water lines is nearly complete and the remaining work will focus on service hookups. The water tank project is about two months behind schedule but staff said they expect to make up roughly one month of that delay; mid‑March was cited as the target for completing waterline work. Staff acknowledged traffic impacts from ongoing construction and said they expect roadwork and traffic flow to improve as the project wraps up.
Staff asked residents to enjoy recent holiday park lighting and decorations and thanked volunteers, the women’s club and the street department for their work.
