Sweetwater board approves several ordinances, postpones appointments and asks staff for bridge repair scope

Ordinance 1043, an amendment to Title 18 regarding water and sewer, was the subject of a public hearing with no speakers. The board closed the hearing and approved the ordinance on second and final reading by roll call.
Ordinance 1045 amending Title 11 established a three‑hour parking restriction without a permit. Commissioners raised practical enforcement concerns, noting the city has limited parking enforcement tools; city staff noted officer observations and photo timestamps can be used to document violations but acknowledged enforcement would rely largely on complaints and officer testimony. After discussion, the ordinance passed by roll call.
Ordinance 1046 to close a short segment of East Mill Street downtown was approved on the recommendation of the Planning Commission. Staff explained the segment is a narrow dead‑end right-of-way adjacent to businesses and that closing it would allow redevelopment of the parcel between existing buildings; the motion carried by roll call.
The board also postponed appointments to the tree board and deferred action on a HyperReach contract because documentation was not yet available. In addition, commissioners reviewed an engineer's homecoming bridge maintenance recommendation and authorized staff to solicit a scope of work and price from MBI and return with proposals for board approval.
City recorder Tonya presented the monthly distributions report including line items such as a TCRS contribution of $33,158.99, a $69,105 invoice for Main Street Studios Architects (community center design), a $65,574.79 Cigna health insurance premium, and a $9,256 stormwater payment to Sweetwater Utilities Board.
The board praised recent small‑town Christmas events and Engleman Park lighting, then adjourned.
