Douglas County approves $5.36 million contract for C-470 Trail pedestrian grade separation at University Boulevard

Douglas County commissioners voted to award a construction contract to HEI Civil (Hudick Excavating Incorporated) for the C-470 Trail and University Boulevard pedestrian grade separation project in an amount not to exceed $5,363,000.
Brolin Bundy, county project engineer, told the board the bidding process produced six bids and that the low bid came from HEI Civil. The project will construct a bridge carrying the C-470 Trail over University Boulevard and adjacent ramps, removing multiple at-grade crossings across as many as eight lanes of traffic. County staff said the design will also improve signal progression along University Boulevard by eliminating pedestrian and bicycle crossings that currently interrupt vehicle flow.
The county anticipates issuing notice to proceed in January 2025 with a 359-day contract duration. The county reported Colorado Department of Transportation (CDOT) will contribute roughly 80% of actual construction costs ("a little over $4,000,000"), with the remainder funded from county capital funds (fund 235, business unit 801507).
Commissioners praised the project as a safety and mobility improvement and approved the contract by voice vote.
