The Burlington Community School District board approved the first reading of a new policy Monday to govern enrollment and documentation requirements for foreign and foreign-exchange students.
Lacey (staff) said the policy is intended to cover a broader set of foreign-student enrollments beyond traditional exchange programs and establishes documentation requirements such as Form I-20 or equivalent U.S. Department of Homeland Security documentation. During discussion, a trustee noted the policy language should remove an outdated reference to the Immigration and Naturalization Service (INS); the board directed the staff edit and accepted the change.
The policy also sets an internal timeline: the district will accept applications for the following school year beginning in January and will review them beginning in February. Board members discussed limiting intake based on high-school capacity; staff said the district prefers flexibility and will coordinate with the high-school principal to determine the feasible number of foreign/exchange students.
Trustees approved the first reading and asked staff to finalize procedures and forms, including the corrected I-20 language and application timeline.
