Malden committee backs use of $500,000 state appropriation to buy mobile command vehicle, SRT gear

The Public Safety Committee voted to recommend that the full City Council approve a capital-expenditure plan funded by a $500,000 state appropriation for the Malden Police Department to buy a mobile command post vehicle (CPV) and to replace Special Response Team (SRT) equipment.
Staff told the committee the state Department of Public Safety provided the $500,000 allocation for fiscal year 2024–25. MPD staff said they issued a request for proposals with minimum and preferred specifications and received 11 qualifying bids at a Jan. 3 bid opening. After evaluating price, installed components, delivery time, warranty and other factors, staff recommended Mobile Specialty Vehicles (MSV) as the lowest responsive bidder that offered the best value to the city.
Captain Houdreya, who led the vendor evaluation, said staff toured comparable vehicles, consulted patrol, investigations, dispatch and IT personnel when setting specifications, and judged MSV’s build quality and delivery timeline to be decisive factors. “I believe that MSV is gonna be the one to provide what the city needs, and a good amount of time at a great value for the city,” he told the committee.
Staff requested that the council allocate $375,000 of the appropriation to purchase and outfit the CPV from MSV and reserve $125,000 for SRT equipment, including personal protective gear ($53,000), less‑than‑lethal equipment ($15,000) and operational equipment ($57,000). Committee members asked about vendor location and delivery; staff said MSV’s facility is in Indiana and that, if an on‑lot vehicle is used, the build and delivery could take about four to six months.
Committee members approved forwarding the expenditure plan and the MSV recommendation to full council. The motion passed unanimously in committee; the item moves to full council for final authorization and contract execution.
