Torrington OKs $8,000 purchase of used 2019 Dodge Charger for police fleet

The Torrington City Council on Jan. 7 authorized the police department to buy a used 2019 Dodge Charger police package from the Wyoming Highway Patrol for $8,000 and approved immediate payment before the next council meeting.
Chief Matt Johnson told the council the vehicle is a captain’s car with about 124,000 miles, is all‑wheel drive with a V8 and comes with a cage and radar units. “A captain's car typically has not seen the hard use that a trooper's car would have,” Johnson said, and staff found it to be in very good condition. The purchase was not in the current budget but will be funded by proceeds from selling other city vehicles; Chief Johnson estimated net additional cost to the city after planned sales at roughly $4,000.
Councilman Vikram moved to authorize the purchase and to approve issuance of payment prior to Jan. 14; Councilman Kelly seconded and the motion passed with ayes recorded and no nays heard. Chief Johnson asked staff to issue payment promptly so the Highway Patrol could release the vehicle.
The department said it will retain one 2018 civilian charger as an investigator vehicle and divest others through sale or trade as replacement planning continues.
