Public Works staff reported that approximately 24 miles of sanitary sewer have been lined to date and that the remainder of the system was estimated in an earlier capital plan at about $22 million. Staff said an in‑house approach could reduce costs and that a targeted ask—cited in discussion as about $12 million—might fund a significant portion of the remaining relining work.
The Memorial Building ask would address necessities: roofing, life‑safety upgrades (fire detection and alerting), and HVAC/dehumidification work. Staff noted rough scale estimates for necessary work and that the building has been maintained but now requires substantial capital investment.
Staff also updated the council on the Hibbing Regional Public Safety Center project: a construction manager at risk (Adolphson & Peterson) has been selected, bids are received and staff plan to bring CMAR agreement action before council on July 16 after final details are resolved.
Councilors discussed prioritization strategy with staff, noting legislative signals favoring core infrastructure and that campgrounds and similar projects typically rank lower on bonding priority lists. Staff will return July 16 with refined requests and supporting materials.
