Hibbing staff and public safety leaders told the council on July 2 that the number of animals entering the municipal shelter has sharply increased and currently exceeds the city's capacity to place animals with rescues and regional partners.
Fire Chief and animal services staff described a committee formed to address the issue and said staff are preparing ordinance updates to change how animals are taken into custody; they are also pursuing a request for proposals (RFP) for a third‑party provider to manage animal services. The city’s animal lead reported shelter populations at the start of the meeting as 30 cats and 16 dogs, and characterized the intake mix at approximately 75% cats.
"We're at absolute max capacity," staff said, and they described work to place animals with rescues across the state and to create interim adoption pathways within the city while the RFP process runs. Councilors and local rescue representatives encouraged pursuing adoption and awareness campaigns, and recommended leveraging experienced regional partners such as Precious Paws when possible.
Staff requested council guidance on short‑term measures, and council agreed to consider ordinance updates and interim staffing, with the RFP process proceeding with a target due date in mid‑July. No binding procurement decision was made at the meeting; staff will return with ordinance language and RFP outcomes.
