Commissioners discuss landfill contract bids; ask attorneys to draft alternative contract for First Sanitation

Commissioners held an extended discussion July 1 about the county—s recent RFP process for curbside solid waste and recycling collection and the resulting bids. Commissioners reviewed initial and revised bids, tipping‑fee assumptions and local economic considerations.
Commissioner Hardin Kennedy recounted bid history and said First Sanitation—s proposal and community ties merited further consideration. County Attorney Tony Triplett advised the board that the current agenda included only a contract with GFL, and that any contract with another vendor would need to be drafted and placed on a future agenda. After discussion the board agreed to ask the county attorney and assistant county attorney to draft a contract with First Sanitation at the price discussed and present it for action at a later meeting; no contract vote or award was made at the July 1 meeting.
Commissioners emphasized the need to balance price with continuity of service and community impact; they also flagged that tipping‑fee assumptions used in vendor scoring had changed while the revaluation and tax‑rate process were underway. Chair Shirley Randleman directed attorneys to prepare a draft contract for board review before any award is finalized.
